The main motto of the education system in Finland is that it provides equal education to the people all around the country. The high quality education is provided to all the people those can have equal and same access to the educational training program. The same amount and level of education is provided to all the citizen of Finland irrespective of their age, ethnic origin, gender, sex, race, etc. The education system is free at all the levels from the lower school of education to the higher education. In the low primary and the primary school the schools provide free meals, books, and transportation for the students and for their parents who lives far away from the schools. In the upper primary or secondary level the students or their parents have to purchase the books for their wards, otherwise every access is free for them. In case of the adult education the only form of education that may require for payment (Smithsonian 2019). The government of Finland has ensured all the chances to study for everyone as there is a very well developed system of study in case of accessing for loans and other kinds of grants for education. In case of upper secondary education, the aid for finance is granted for the vocational institution. The government of Finland is presently thinking about increasing the potentiality of the students.

The aims of the counseling and guidance is to help, assist the students in order to perform all the ways in make their studies more perfect and collaborative which is only based on their studies and level of education. The counseling and the guidance is to be seen as the work of all the personnel of the education. Hence, it is the duties and responsibilities of the teachers to teach every student as an individual while respecting their capabilities and individualities. The learners present in the education system should also experience the joy and vitality in the platform of leaning and education. Now, all the students in the country of Finland are granted with the rights of education which support the remedial instruction and to support for the special needs of the children. There is also a special need of the education which is even integrated with the mainstream level of education. The ideology of Finland according to the government of Finland is to give special requirements of the education mainly to have integration with the mainstream educational level.

In the government of Finland, all the students those who are possessing the age to study in the school must have the access of gaining the right to the normal support, which is receiving education of high quality as well as support and guidance (Big Think 2019). There are several levels of support that can be given to students, for instance the measures of support or several types of support can be provided to the students those need support regular support at the same moment. The objectives and goals are to stop the problems or issues those are in existing and are becoming more expansive and serious. There can be or rather are many children those who cannot cope with the mainstream provisions of the education, so they require more educational and special support. The main goal of the special support is to give the students with widely based and help on the systems so that they can finish the education which is compulsory and make sure that they are eligible for the higher secondary education. Special support is also to be given in the upper secondary education.

For instance, in the case of special educational and vocational training, there is a demand of the students where the students are to be provided with the special plan for education. This plan consists of the details of the qualification that one student should possess, the needs those are observed and the measures of support that is given to the student. Efforts can be made on providing support to the languages of the migrants and the minorities. The government of Finland has mainly two official languages, they are Swedish and Finnish (Smithsonian 2019). Around 5 per cent of the students are attending the preliminary and higher secondary education. This is where the language of instruction is provided in Swedish. The language for both of the groups has their own institutions which are practiced in both the higher level of education. Additionally, there are two educational institutions where there are at least some of the instructions where the languages rendered are given in the foreign languages and mostly in English. The local authorities also need to establish the languages in education in Sami language for the students who come upon from the areas of the Sami-speaking Lapland. Educational system must also care for ensuring the opportunities of the education for Roma and for other minorities and also for the people who can use the sign language. The educational organizers can also make an application for the people through the uplifting of fund and maintaining instructions in Sami and Roma languages and also to provide instruction in the student’s mother tongue those who are migrants.

There is no dead end in the educational system of the Finnish government. Students and learners can study accordingly to their demands of the study and their choices of study. The recognition practice of learning has been enhanced so as to curtail the unnecessary disjuncture of studies.  There is a huge history of participation in Finland and the promotion in educating the adult. In the year 1889, there comes the first Finnish folk high school in the land of Finland. The education which is provided to the adults is very famous, and the rate of participation is also high across the globe (Mnasa.org 2019). There are many aims and objective of the policy in the adult education which is to ensure the requirement and the competency in the labor force, giving opportunities for education so as to provide the whole population of the adult students with proper and unlimited access towards education and making the policy of the education more rigid.

Therefore, the objectives of the education of the Finnish government is provide assistance to the extended working life, and to raise the rate of employment, while improving the productivity and to implement certain conditions under which there are providences of lifelong learning and multiculturalism in education. The institution of education is to organize the training and education those are intended for the adults at all the stages of education. The works have been provided so as to create the provisions of education more flexible so as to make sure that the adults can pursue education side by side with their jobs (Toolbox.finland.fi 2019). In Finland, usually most of the educational systems are funded by the public. There are several institutions which provides preliminary level of education as well as high school level of education those are mostly maintained by the local authorities or any public joint management. The responsibilities of the funding of the education are separated between the authorities of the localities and the State (Files.eric.ed.gov 2019). There are several private institutions are boards those are somewhat related to the maintenance as provided by the public bodies. Even the private educational institutes are accessed with the funding process as provided by the public authorities to the educational bodies. So, in the nutshell it can be said that both the private as well as the public authorities thrive in making the educational system of the Finland to strengthen and enriched.
